Three figures wear the red-cloud cloak: Itachi, Pain and Tobi, and PMI groups them as “Akatsuki”. Itachi is the one standing upright with long hair.
Sasuke’s older brother
Wikipedia and Narutopedia both describe Itachi as Sasuke’s older brother, who wiped out their clan sparing only Sasuke and joined the Akatsuki. Narutopedia adds that his true motives came out only after his death.
